Notice of Public Hearing on Proposed Amendments to the San Juan County Code Chapter 16.50 and Notice of SEPA Determination

Notice is hereby given that the San Juan County Planning Commission will conduct a public hearing on an ordinance amending the San Juan County Code Chapter 16.50, Open Space Program, adding a public benefit rating system for Farm and Agricultural Conservation Land, and updating terminology to be consistent with the County Charter and state law. This action is taken pursuant to the authority granted in Chapter 84.34 RCW.

The hearing will begin at or after 8:45, Friday, August 20, 2010 in the County Council Chambers, 55 Second Street, Friday Harbor. Interested parties are encouraged to attend & submit oral comments or to provide written comments at or prior to the hearing. To allow for distribution to Planning Commissioners, written comments submitted prior to the hearing should be received by 4:30 p.m. Monday, August 16.

State Environmental Policy Act (SEPA) Review. An Environmental Checklist for the ordinance was reviewed, it was determined that adoption of the proposed ordinance will not have a significant adverse impact on the environment, and an environmental impact statement is not required under RCW 43.21C.030(2)(c). Under WAC 197-11-340(2) a Determination of Non-Significance was issued on August 4, 2010. Comments on this determination must be submitted by August 18, 2010. Following a final decision this determination may be appealed with the underlying action to the Western Washington Growth Management Hearings Board as provided in RCW 36.70A.290. The appeal period is 60 days from publication of the notice of adoption.

Copies of the ordinance, SEPA checklist, SEPA Determination and associated documents are available from the San Juan County Community Development & Planning Department or will be mailed on request.

Notice of Public Hearing on Proposed Amendments to the San Juan County Development Code Title 18.90 Criteria and Procedures for Legislative Actions and Site Specific Redesignations and Notice of SEPA Determination

Notice is hereby given that the San Juan County Planning Commission will conduct a public hearing on an ordinance amending the regulations of the San Juan County Unified Development Code altering the legislative action procedures of Title 18.90.

The hearing will begin at or after 8:45, 20th August, 2010 in the County Council Chambers, 55 Second Street, Friday Harbor. Interested parties are encouraged to attend & submit oral comments or to provide written comments at or prior to the hearing. To allow for distribution to Planning Commissioners, written comments submitted prior to the hearing should be received by 4:30 p.m. Tuesday August 17th, 2010.

San Juan County Critical Areas Ordinance Update
Call for Best Available Science

San Juan County is soliciting scientific reports applicable to the protection of critical areas in the County. Submission deadline: July 23, 2010.

Critical Areas are: frequently flooded & geologically hazardous areas, critical aquifer recharge areas, wetlands, and fish and wildlife habitat conservation areas.

San Juan County has committed to adopt a body of "Best Available Science" (BAS) from existing research and a new wetlands study to serve as a guide in updating regulations relating to land use and development impacts on the County's critical areas. The public is invited to provide existing scientific studies for consideration. In consultation with scientists, studies will be selected by the County Council based on the standards for BAS and relevance to San Juan County.

Submission deadline: July 23, 2010.

Applicable subjects include:

  1. Frequently Flooded Areas

  2. Geologically Hazardous Areas

  3. Wetlands

  4. Shellfish areas

  5. Kelp & eelgrass beds

  6. Forage fish spawning areas

  7. Lakes, ponds, streams & marine waters

  8. State natural area preserves & conservation areas

  9. Habitats of local importance including:

a. Native grassland/ wildflower prairie

b. Herbaceous balds & bluffs

c. Garry oak woodlands

d. Other suggested habitats of local importance.

  1. Management of stormwater as it relates to protection of Critical Areas.

Habitat areas associated with:

  • Bald Eagle

  • Marbled Murrelet

  • Peregrine Falcon

  • Taylor's Checkerspot Butterfly

  • Brown Pelican

  • Common Loon

  • Southern Resident Orca

  • Stellar Sea Lion

  • Sea Otter

  • Whales: Gray, Humpback

  • Steelhead Trout

  • Salmon: Chinook, Summer Chum

  • Rockfish: Borracio, Canary & Yelloweye
