William Robert (Bob) Phelps

November 26, 1917 - May 31, 2007

William Robert (Bob) Phelps, 89, of Lopez Island, Washington, died Thursday, May 31, 2007 at Fidalgo Care Center in Anacortes, WA of natural causes following a stroke. A son of James H. and Jessie Phelps, he was born at Lucerne, Colorado, on November 26, 1917. His family moved to Ogden, Utah where he graduated from Ogden High School in 1937 and attended Weber State College. Bob met and married Barbara Plummer in Salt Lake City, on June 6, 1943.

Bob worked for the Union Pacific Railroad in the Utah Division as a telegraph operator and station agent for 40 years at Payson, Spanish Fork and Geneva Steel. He also served in the Army during World War II in the 10th Mountain Division in Italy.

Bob was elected to the Utah State House of Representatives where he served for five terms with a focus on environmental issues. He loved the outdoors and was an avid backpacker, fly fisherman, and duck hunter. Bob held offices in the Utah Wildlife Federation, was a volunteer observer for the U.S. Weather Bureau for 20 years, a member of the American Legion, National Railway Historical Society, a national Morse Telegrapher’s organization, and Gideons International He was a member of the historic Payson Presbyterian Church where he served as elder, teacher and custodian.

Later, Bob was a member of the Orem Evangelical Free Church and after moving to Lopez, the Lopez Island Community Church. On Lopez he was also active in Senior Citizens.

Bob’s sister, Mary Louise Dingley preceded him in death. He is survived by his wife, Barbara at the family home; son, Kerby Phelps; daughter and son-in-law, Cynthia and David Gugich of Lopez Island; and two grandsons, Chul Gugich of Seattle and Brisco and wife, Kassie Gugich of Bellingham.

Also surviving are his brothers and sister-in-law, James and Clara Phelps, Raymond Phelps of Billings, Montana as well as brother, Clyde Phelps of Alexandria, Virginia.

A memorial service was held Thursday June 7, 2007 at 3:00 p.m. at the Lopez Island Community Church on Lopez Island, Washington followed by a reception.

Memorials may be made to The National Wildlife Federation, The Gideons Society, or a charity of choice.
