Friday Harbor Labs has an outstanding opportunity for a Business Manager. Together with the Director, Deputy Director, and Operations Manager, the Business Manager implements and upholds administrative policies and procedures at this complex unit to ensure compliance with applicable UW, state, and federal requirements and best practices. This position manages approximately 30 self-sustaining budgets and state budgets, worth $1.8 million, and oversees grants and contracts. The position also is responsible for human resources activities such as hiring permanent and temporary staff and quarterly faculty, payroll oversight for ~30 employees, advising managers on disciplinary actions and employee leaves, and ensuring Workday data integrity related to all of the above.

Responsibilities:

FISCAL OPERATIONS

•Manage self-sustaining budgets, including FHL housing, dining, research vessels, small boats, lab fees, facilities use fees, and diving. Activities include managing payroll, setting up expenditures, reviewing expenditures, and approving monthly transaction reports. Work with Operations Manager and FHL fiscal team on the annual rate proposals.

•Manage state budgets, including setting up projections, reviewing expenditures, and preparing for biennium close and open. Run financial projections to assure proper allocation of resources.

•Approve ProCard and other expenditures for all FHL budgets. 

•Set up and manage grants and contract proposals, and provide administrative support to scientists in the financial management of their grants from preparation to conclusion of the grants. Assist PIs on budgeting and submission of proposals in the university and sponsor systems. Review expenditures for compliance with UW and federal regulations. Perform follow-up work in cost sharing and faculty effort certifications, and help implement closure of grant and contract budgets.

•Work closely with FHL's Director and Operations Manager in managing payroll, HR services, budget rate proposals and other financial services.

HUMAN RESOURCES

•Lead HR activities at FHL, including Academic HR and Staff HR.

•Academic HR: Manage academic appointments for visiting faculty. Cooperate with the Dean’s Office and academic appointing units (i.e., departments and schools) to set up these appointments. Enter faculty fellowships and other appointments into the UW Workday system.

•Staff HR: Work closely with UW Human Resources and College Human Resources on employee actions including hiring, reclassification, FMLA or other leave, layoffs, disciplinary issues and other HR issues.

SUPERVISORY DUTIES

•Supervise two office fiscal staff. Coach, advise, and mentor these staff to facilitate their effective performance, professional growth, and cross-training.

•Evaluate performance annually and provide regular performance feedback as necessary throughout the year. OTHER

Reporting to the Director, the FHL Operations Manager oversees the day-to-day management and functioning of FHL’s operations and facilities. The Operations Manager supports FHL’s mission and long-term goals, and works with the Director and the College on innovative and evolving programs and services. The Operations Manager supervises the people who enable FHL to operate effectively and efficiently. The Operations Manager ensures that the FHL operational employees collectively support the research, teaching, and outreach missions of FHL. Responsibilities

Operations Coordination and Supervision

•Coordinate, manage and monitor FHL operations, including facilities maintenance, housing, food services, custodial services, safety, boat operations, and IT services directly supervising a minimum of four management staff.

•Identify and implement efficiencies in all areas of operations, including facilities maintenance, housing, food services, custodial services, safety, boat operations, and IT services.

•Oversee fulfillment of faculty and staff programmatic or infrastructure needs, including computers, telephones, email, IT connectivity and office support.

•Adapt operations to reflect ongoing development of new priorities.

•Lead the upgrade and maintenance of facilities and infrastructure in partnership with UW Facilities and other related university units.

•Oversee all facilities usage and prepare regular usage reports for the FHL Director and for use in facilities grant applications.

•In concert with the maintenance and housekeeping supervisors, regularly inspect all buildings, grounds, and facilities to determine areas requiring repair or maintenance.

Compliance and Best Practices Oversight

•Develop, recommend and implement guidelines, policies and procedures for the day-to-day  operations to support FHL mission.

•Ensure that FHL is compliant with health and safety requirements and provides a safe environment for all faculty, staff, and visitors.

•Work closely with the Director to develop and clarify policies and ensure consistent management practices.

Financial Management

•Oversee the responsible development, management, and control of all FHL operations budgets, including: facilities maintenance, housing, food services, custodial services, safety, boat operations, and IT services.

•Review financial statements and data, utilizing this data to respond to trends proactively and responsibly to preserve FHL's financial sustainability.

•Plan effective long-term strategies for the financial well-being of FHL and lead the cost-effective delivery of operational services.

•Work with Business Manager to develop annual rates for all operational cost centers.

•Investigate and provide recommendations regarding cost effective solutions to needs of the different staff teams.

•Seek external funding sources for FHL infrastructure/operations.

•Initiate, negotiate, implement and manage contracts in accordance with university policy and approved budgets, to include project design and costing.

•Prepare letters of agreement, contracts, leases, memorandums of understanding and other documents and agreements as required.

Strategic Human Resources Leadership

•Manage, delegate, and prioritize the workload for direct reports, and perform the full scope of supervisory duties, including but not limited to interviewing, training, directing work, performance management, motivation, professional development, etc.

•Oversee the management of all operational staff through mentorship and leadership of team leads.

•Implement a strategic approach to staffing and employee lifecycle management to align human resources with operational needs and goals.

•Lead change across the operations areas to effect more efficient and cost-effective operations; design, champion, and lead others through the process of change.

•Foster a culture of inclusion, respect, transparency, and team spirit. Champion FHL’s, the College’s, and the University’s commitment to diversity, equity, and inclusion in our workplaces and educational opportunities.

Strategic Input

•Contribute to the organizational strategic planning that will set the agenda for the future of FHL.

•Serve as the primary point of contact for internal stakeholders and College and UW for matters relating to FHL’s operations.
