New rules for drivers in Washington in 2026

Washington is rolling out a significant set of driver safety updates in 2026, from tougher DUI penalties and a new first responder safety training requirement to some of the strictest teen driving restrictions in the country. This is one of the key updates highlighted in a new report from Zutobi, the online driver education platform used by over 10 million learners, analyzing the latest DMV rule and test changes across the U.S.
Key updates for Washington drivers in 2026:
– Felony DUI lookback period extended from 10 to 15 years as of January 1, 2026, meaning a third or subsequent offense within a longer window now carries felony consequences
– Drivers can now opt to add their blood type to their license, a potentially life-saving detail for first responders at the scene of an accident
– A new mandatory first responder and work zone safety module takes effect May 1, 2026, required for all new license applicants under 25
– Teen drivers face a total ban on all wireless devices while driving, with no exceptions
– Young drivers are prohibited from driving between 1 a.m. and 5 a.m.
– During the first 6 months of driving, minor drivers may not carry any non-family passengers under 20, one of the strictest passenger restrictions in the U.S.
– New drivers can obtain a permit at 15 with driver education, or at 15.5 without, and must complete 50 supervised hours (including 10 at night) before qualifying for an intermediate license at 16
These updates reflect Washington’s focus on reducing repeat impaired driving, protecting road workers, and keeping inexperienced drivers in lower-risk situations.
“DMV rules are evolving to reflect real-world risks on our roads,” says Lucas Waldenback, co-founder of Zutobi. “Washington is a strong example of how states are layering multiple approaches together, from tougher criminal consequences for repeat DUI offenders to mandatory safety education for the next generation of drivers.”
